The owners of 16 Door de Kraal Avenue (corner De Bron) are applying for re-zoning to land use category “Minor Business”.

Unlike the “Consent Use” that applied to the crêche in De Bron Avenue, this re-zoning applies to the land not the occupant. In Consent Use, when the occupant changes the Consent Use falls away. With re-zoning, whoever owns the property, now and in the future, may legally operate a ‘minor business’ from there.

There is no clear definition of minor business in the planning document but the legal uses include shops and the right to build flats over the shops.

Please be aware that the big black council bins are being stolen. The thieves are removing the numbers which are painted on the bins and carting them away.

Please lock your bins away if possible and only put them out on the morning of the garbage collection.

City of Cape Town News

City Manager Achmat Ebrahim will soon take receipt of the roll of property values for this year’s General Valuation process.

A team of City Valuers and Data Collectors have spent the last couple of months assessing values for each of the 780 000 rateable properties in the city.

From mid-February, ratepayers should start looking out for notices from the City which will inform them of the values allocated to their properties. Along with the values, an indicative ‘cent in the rand’” will be given to help ratepayers plan for the most likely amount of rates that will be charged. The final cent in the rand value will only be made known towards the end of the budgeting period, which is expected to be at the end of May 2010, when the City’s budget for 2010/11 is tabled for public input.

Kenridge, The Hills Ratepayers Assocation (KHRPA) invites all Residents and interested parties of Kenridge and surrounds to a feedback and discussion meeting regarding:
Application from Kenridge Primary School to rezone and then lease from the City, the area between Door De Kraal Avenue and Van Riebeeck Avenue. This is the land currently being used as the “in and out” parking area for the school and has always been used as a public road/thoroughfare.

The school proposes to close this area off to the public from 08h00 to 13h00 daily. This will affect traffic flow in and around the school during that time, preventing the public use of this road. We invite your comments and participation in this meeting after feedback from the Chairman of KHRPA.

City of Cape Town News

The City of Cape Town is giving all interested parties a last chance to comment on the final draft of the new Outdoor Advertising By-law, with public hearings on 22 and 23 October at the Civic Centre.

The final draft Outdoor Advertising By-Law of 2009 is available the City website www.capetown.gov.za . These public hearings are the final opportunity for people to present their comments, after which the Planning and Environment Portfolio Committee (PEPCO) will discuss the outcome before the by-law goes to Council for approval.

 


The City’s Outdoor Advertising By-law controls all outdoor advertising such as shop signs, posters and billboards. The proposed by-law aims to strike a balance between outdoor advertising opportunities and economic development on the one hand, and the visual, tourist, traffic safety, environmental and heritage characteristics, together with the broader public interests of the City of Cape Town on the other hand.

The new by-law also takes into account climate change, for example – and recommends that all signs that require electricity consider an alternative energy source such as solar or wind generated power.

The by-law is the product of several years of wide consultation with all the sectors that might be affected by the by-law.

In 1999, the Cape High Court ordered the City to amend its Outdoor Advertising By-law to allow third party advertising, but also restrict such advertisers to protect Cape Town’s rich environment. Accordingly, a by-law was put in place in Cape Town in 2000, and extended across the metro in 2001. This now been reworked and updated. Although the City has allowed third party advertising, the new by-law will provide greater clarity on this issue.

The City is in the process of appointing 13 more environmental control officers to enforce the by-law. These individuals will be assisted by Metro Police, Law Enforcement and Traffic Services. The new by-law contains stricter enforcement provisions and penalties.

Already more than 4 000 comments have been received from stakeholders, as a result of 25 working sessions. Comments have incorporated in the final version of the by-law, now being considered by the City.

City of Cape Town News

The City of Cape Town has been rated as the top municipality in South Africa for Service Delivery by Empowerdex, an economic empowerment rating agency.

The survey covered 231 local municipalities, 46 district municipalities and six metropolitan municipalities. It rated service delivery in terms of housing, water, electricity, waste removal and sanitation in terms of current status and progress over time. The City scored 89,5% compared against a national average of 59,7%.

Open Day and Stakeholder Workshop:  Presentation and discussion on the Draft District Plan for the Northern Planning District (District C)

In 2008 the City of Cape Town initiated a process to prepare a Spatial Development Framework (SDF)  for the entire City as well as 8 integrated Spatial Development Plans/ Environmental Management Frameworks (District Plans) - one for each of the 8 planning districts of the City. You may have participated in workshops in your district and ward where you were asked to imagine what the future City of Cape Town and your district should be like. These inputs were taken into account when the Draft Cape Town Spatial Development Framework and the 8 Draft District Plans were drawn up.

We own the Magic Forest! Please come and help to make it the pride of our Valley again. It will be only possible, if everybody works together. Please bring as many people as you can. We also need people for support and for their input in how to keep the forest clean!

We start from the area next to Kido Kids.

We will try to supply enough gloves and pick-up-sticks. We have 14 pairs of gumboots.

City of Cape Town News

Some good news from the Cape Town City; Council has decided that the property rates rebate for the elderly and for disabled persons should be increased with the effect of the new budget year starting 1 July 2009.

In the current financial year 25 277 pensioners are already benefitting from rebates and it is expected that several thousand more will benefit from the increased limit.  In the light of the significant inflationary pressures on citizens, I believe that persons on fixed incomes are at the highest risk, and that it is necessary for steps to be taken to assist them.
